PROBLEM TO BE SOLVED: To provide an alkaline storage battery whose negative electrode is formed out of a hydrogen storage alloy in the form of powder, in which the charge-discharge cycle characteristic and high-rate discharge characteristic are enhanced. SOLUTION: A powder of hydrogen storage alloy provided with a surface layer containing at least nickel metal or nickel compound is mixed with a water solution containing lithium salt and subjected to a heating process so that the surface layer containing lithium-containing nickel oxide is formed on the surfaces of the powder, and a hydrogen storage alloy electrode 2 is fabricated using this alloy powder and used in the negative electrode of the alkaline storage battery.
