PROBLEM TO BE SOLVED: To improve a combustion efficiency of an internal combustion engine by reforming intake air, fuel, etc.;SOLUTION: A main water passage A to feed cooling water to a radiator, and a main water passage B to feed cooling water to the internal combustion engine are provided. A bypass flow passage 1a branched from the main water passage A to be connected to a water passage changing valve, and a bypass flow passage 1b branched from the main water passage B to be connected to the water passage changing valve are disposed. In a bypass flow passage 2 connecting an outflow port of the water passage changing valve to the downstream of the main water passage B, a tourmaline-filled layer is disposed on the outer circumference of a cylindrical member, and the outer circumference of the tourmaline-filled layer is covered with coating material of a lower expansion coefficient than the cylindrical member. The flow passage is disposed around the coating material, and hot or cold water is sent to provide temperature change to the cylindrical member, so that pressure applied to the tourmaline-filled layer is changed, while temperature change is given to the tourmaline-filled layer. This substance reforming device thus generates radial energy, where the water passages are changed by a control device to let high temperature cooling water from the main water passage A and low temperature cooling water from the main water passage B alternately flow into the device.;COPYRIGHT: (C)2002,JPO
