PROBLEM TO BE SOLVED: To speedily perform the decoding and inverse quantization of a variable length code. SOLUTION: Reference tables 114 and 115 for decoding are referred to by a table referring device 104 and a table selecting device 107 by using a bit array of proper bit length in a bit stream 101 held temporarily in a bit array buffer 102 as a table address. Through this table reference, up to two code words are processed by variable length encoding and decoding at the same time.
