PROBLEM TO BE SOLVED: To provide an electronic document issuing system which enables reception of an electronic document by equipment excellent in portability, and promotes the increase of marquee and the spread of electronic issue by increasing the benefits of customers accompanying the electronic issue.;SOLUTION: An electronic document issuing device 100 transmits an electronic document such as a transaction report to an electronic document receiving terminal 200 set on a main road in response to a request from the electronic document receiving terminal 200, and the electronic document receiving terminal 200 writes the data in an IC card 300 inserted by a costumer. When an electronic issuing means 131 electronically issues a document such as a transaction report through a network 10, a point adding means 181 adds a prescribed value to the number of discount points of the customer at the destination of the electronic issue stored in a discount point data base 195, and updates the discount points.
