PROBLEM TO BE SOLVED: To provide a method for working ferritic heat resistant steel having water vapor oxidation resistance, by which the formation of oxidized scale can be suppressed, and the peeling of oxidized scale does not substantially occur even in a heating-cooling cycle.;SOLUTION: The ferritic heat resistant steel having a composition containing, by mass, 0.02 to 0.3% C, 0.02 to 0.6% Si, 0.01 to 2% Mn and 9.5 to 15% Cr is subjected to normalizing treatment at ≥900°C, is subjected to tempering treatment at the A1 transformation point or lower.
