PROBLEM TO BE SOLVED: To control a group of cars led by a probe car or an entire traffic flow including the group, while taking efficiency, safety and environmental protection into consideration, by appropriately controlling the probe car. SOLUTION: The system includes a means for inputting at least either a strategy for controlling the probe car or a strategy for controlling the group of cars, based on a roadmap database or a traffic database, a means for evaluating the validity of the strategy to determine the valid strategy, and a means for transmitting the strategy to the probe car.
