PROBLEM TO BE SOLVED: To enable efficient offer of home service such as a home delivery work by monitoring a use state from electrical equipment to be connected with interior wiring/electric lamp line communication and inferring in/out with high probability. SOLUTION: The home service according to the state of in/out is offered by reading automatic metering data and inferring in/out from the change of use states of each electric equipment.
