SOLUTION: A deployment table 15 grouping transported vehicles by types of the transported vehicles and preparing a plurality of loading patterns for every groups, a delivery condition establishing part 12 reflecting delivery conditions of every transported vehicle on the loading pattern during transportation vehicle allocation, a loading pattern deployment part 13 deploying loading patterns optimized for every transportation vehicle by reflecting delivery conditions of every transported vehicle established by the delivery condition establishing part 12 when deploying the load patterns with referring to the deployment table 15 are included. The loading pattern deployment part 13 includes an optimization calculation part 131 performing an optimization calculation for moving among sales bases with the minimum transportation vehicle number and the shortest traveling distance.
