PROBLEM TO BE SOLVED: To easily use an energy saving service, and to promote the use of the energy saving service by guaranteeing that all costs for construction working on building related equipment or facilities are paid from the reduced sum of operation costs being the effects of the construction working.;SOLUTION: Costs to be paid to an energy saving service provider by a building operator are paid from the reduced sum of operation costs due to energy saving construction. When actual operation costs after working are less than the target operation costs, the balance is turned into the profits of the building operator.
