PROBLEM TO BE SOLVED: To enable a user to purchase a decoding key for easily viewing a digitally broadcasted pay program at a street corner by using a portable terminal for viewing digital broadcasting that is light, portable, and inexpensive, a storage device for storing data, and the like. SOLUTION: A terminal 400 for purchasing a program is installed at a street corner, the user performs a predetermined operation to the terminal for purchasing the program, a key for decoding a desired pay program can be stored at a decoding key storage device (portable terminal 500) that the user has, and the pay program that is decoded by using the decoding key is decoded, thus enabling the user to view a desired pay program. Also, in that case, a decoding key supply side (cost center 100) makes inquiries as to an ID certification for enabling identifying of the decoding key storage device, thus verifying the a proper decoding key storage device is in use.
