PROBLEM TO BE SOLVED: To accurately detect a peak position as a remote end position without detecting a peak value of measuring waveform caused by secondary reflection such as Fresnel reflection.;SOLUTION: An optical pulse generating part 10 repeatedly generates an optical pulse of a prescribed wavelength with prescribed intervals. A return light detecting part 20 makes the optical pulse from the optical pulse generating part 10 incident on an optical fiber 1, and detects its return light to convert it into an electric signal. A waveform forming part 30 uses a detection signal from the return light detecting part 20 to form a measurement waveform representing a loss characteristics of the optical fiber. A rear end detecting part 40 detects an accurate rear end position from the measurement waveform formed by the waveform forming part 30. Then, a peak address detecting circuit 406 detects a plurality of peak values from the measurement waveform, and an inter-peak inclination calculating circuit 408 acquires an inclination when peaks are connected with a straight line. An inter-peak change rate calculating circuit 410 acquires a change rate of a waveform between the peaks.
