PROBLEM TO BE SOLVED: To reduce the communication charge of a portable telephone subscriber by utilizing the next generation portable telephone terminal, etc., with which video can be viewed and returning advertisement placement expense to the portable telephone subscriber on the basis of subscriber's video advertisement viewing.;SOLUTION: Video advertisement viewing is realized by utilizing a video viewing function, an individual telephone number and an IP address, and a network connection function which the next generation portable telephone terminal 1 has and by using a video advertisement viewing request processing server 2 and a video advertisement contents video server 3, a subscriber viewing history database 4 is constructed by utilizing the server 2 and a subscriber information database 5, an each subscriber communication charge reduction amount calculation server 6 calculates an each subscriber communication reduction amount while realizing the expenses burden on each advertiser in such a manner that an each advertiser burden amount calculation server 8 provides each advertiser with a subscriber advertisement viewing confirmation job and a subscriber personal information providing job, and subscriber communication charge amount reduction can be realized by reflecting the each subscriber communication charge reduction amount on a subscriber communication charging system 7.;COPYRIGHT: (C)2002,JPO
