PROBLEM TO BE SOLVED: To quickly obtain the result of simple evaluation. SOLUTION: When constructing a storage facility in base rock, a cavity is considered as a true circle, and a multiple cylindrical model provided with a lining concrete layer and an airtight lining layer on the inner peripheral surface is assumed. Installation spot information such as installation depth of facilities, natural ground conditions and the like; storage tank information such as section construction of the storage facility in base rock, material of the lining layer or the like; operation information such as a storage capacity, operation cycle, outflow pressure or the like of the storage facilities in the base rock are set. Then, base rock natural ground is widened infinitely and an isotropic and homogeneous linear elastic body, and the lining concrete layer, lining layer and base rock natural ground are continuous; the lining concrete does not bear the tensile stress and under the assumed conditions that the initial earth pressure of the base rock natural ground is isobaric, the maximum inner pressure of the facilities is determined, thereafter, fatigue safety of the base rock is evaluated and, based on the result of this evaluation, the structural materialization of the storage facility can be judged.
