PROBLEM TO BE SOLVED: To practice self-control on the use of portable terminal equipment in a call inhibited area inside the moral range such as in a movie thereafter or a train by introducing charging function with different charges for different call areas.;SOLUTION: In a call area deciding processing part 103, the class of a charging call area is decided from a received area identification signal from miniaturized base station equipment installed in the area and in a decision result detecting part 111, an extra or discount charge of the call charge corresponding to the decided charging call area is detected. On a display part 109, the extra or discount charge is displayed. At the time of calling, calling time in the charging call area is measured by a calling time deciding processing part 104 and the accumulation of the extra or discount charge for the measured calling time is calculated by a total extra charge/discount charge calculating processing part 107.
