PURPOSE: A billing system and method of a mobile communication network, particularly for charging an origination terminal for a corresponding call when a received terminal of the short message makes the call as a call back, are provided to allow a receiver not to be charged for an erroneously-made call and enhance a callback call rate and efficiency of SMS advertisement. CONSTITUTION: A callback information of charge data is checked to determine whether a currently generated call is a callback call or a general call(S201,S202). If the currently generated call is the general call, a charging center extracts a phone number of an origination terminal from the charge data, calculates a corresponding telephone charge based on a call time of the charge data, and charges the origination terminal for the telephone charge(S206). When The generated call is the callback call, an HLR(Home Location Register) checks whether a destination terminal has been subscribed for a supplementary service by searching a supplementary service field for a callback call collect call service, and responds to the charging center(S203). If the destination terminal has been subscribed for the callback call collect call service, the charging center calculates a telephone charge and charges the destination call for the telephone charge(S205).
