There is disclosed a method and apparatus for devising the financial aspectsof a plan of benefits for a given population of employess in accordance withgoals set by an employer (154) of the employees. This invention enters datainto a memory (20) of a computer system reflective of the employees (20A), thecosts of the benefits and the employers goals. Next, variables are defined andentered into the memory (20) reflecting the costs of the benefits, and a setof relationships is constructed of the cost variables in a manner to constrainthe cost variables in accordance with the plan benefits, and a set ofrelationships is constructed of the cost variables in a manner to constrainthe cost variables in accordance with the plan of benefits. Finally, the setof relationships is processed in the computer system to provide at least oneset of solutions of the cost variables.
