The system is disclosed for the fermentation and preservation of the nutritive and energetic potential of organic matter (urban garbage, agro-industrial residues and discards) using strictly anaerobic fermentation thereby producing fertilizer or solid animal ration, farinaceous, of high protein content, great nutritional value and liquid foliar fertilizer with great capacity of repelling insects, jellifying humic acids without producing odorous gases, not being methanogenic, characterized by the inoculate, causing the process, composed of about 50 different types of microorganisms, basically yeast, actinomycetes, bacillus and photobacteries, whose cultures are maintained in a laboratory. Said inoculates can be changed according to the substrates, the local conditions, the duration of the process and the intended final result. The strictly anaerobic process ends after 168 hours transforming the substrate into liquid foliar fertilizer, solid fertilizer, bran and/or animal ration in farinaceous form containing high esters that have enhanced repellent power.
