The invention relates to water engineering and is directed at developing a continental shelf with a view to producing and further refining of hydrocarbonaceous substances. The inventive artificial island comprises an overtopping offshore structure above sea level. The invention is characterized by the following: said island is provided with a dome and the offshore structure thereof is embodied in the form of ring thereby constituting an inner bay connected to the sea by means at least of one navigable channel embodied in such away that makes it can be shut. The dome is mounted on the offshore structure above the inner bay. The invention improves the ecological safety of the production and the further refining of hydrocarbonaceous substances and makes it possible to organize the total utilization of industrial waste, to recover biological resources of the sea including the landscape improvement and to organize of a social and industrial infrastructure.
