A technique for reporting alarms and other notifications from a network element module to a monitoring module uses a dynamic rule-based technique for weighting the relevancy of network events. The technique includes broadcasting a priority threshold value from the monitoring module to the network element module. Upon receiving the priority threshold value, the network element module weights the relevancy associated with one or more events occurring within the network element module by at least one weighting component to produce a final severity value. The network element module then determines whether to transmit a notification from the network element module to the monitoring module based on a comparison between the priority threshold value and the final severity value. In alternative embodiments, the priority threshold value is also computed based on a weighting procedure. The weighting components used by the weighting procedure in the monitoring module and/or network element module generally pertain to conditions currently prevailing in the network element module and to other attributes of the network element module, such as the status of the network element module within the network. Accordingly, the relevancy assigned to events automatically and dynamically varies with changing conditions in the network. The use of intelligent filtering within the network element module quickly provides the user with the most relevant alarms occurring within the network at any given time.
