A photonic analog to digital converter (100) utilizes wavelength division multiplexing (WDM 140 a-b) and distributed phase modulation is disclosed. The analog to digital converter (100) is performed within the optical system of the ADC, and thus the optical output is a digital bit pattern. Phase modulators (130 a-d) and polarization-based optics (120 1-d) are used to map an input analog waveform (110) into a binary output.
