PURPOSE: A zinc gallate-based blue fluorescent substance for a low voltage and its preparation method are provided, wherein the substance contains thulium, is improved in the brightness and purity at a low voltage, is stable even under high vacuum, and is applied to the field emission display driven by a low voltage electron ray. CONSTITUTION: The blue fluorescent substance is represented by the formula: (Zn1-aLia)(Ga1-bTmb)2O4, wherein 0.05=a=0.25, and 0=b=0.1. The method comprises the steps of adding thulium oxide (Tm2O3) and lithium carbonate to zinc gallate (ZnGa2O4) and mixing them; drying the mixture; sintering the dried one at a temperature of 1,200 deg.C under the atmosphere; cooling the sintered one and heating it at a temperature of 1,000 deg.C or less under a weak reductive atmosphere; and pulverizing the heated one.
