PURPOSE: A method and an apparatus for decomposing food waste using rice hulls as carrier are provided which enable realistic operation of a food waste treatment equipment by completely decomposing food waste having a high moisture content in a short time and completely removing a stench generated during the food waste treatment. CONSTITUTION: In an apparatus for reducing or decomposing food waste by fermentation or decomposition of microorganisms, the fermentation or decomposition apparatus comprises a porous screen(17) which is made of a metallic material and plastic material and installed at the lower part of a stirring and decomposing tank(3); and water supply fittings(7,8) supplying water into the stirring and decomposing tank(3), wherein a plural of the porous screens(17) are installed at the center of the lower part of the stirring and decomposing tank(3), wherein diameter sizes of the porous screen(17) are identical or different from each other. The method for reducing or decomposing food waste is characterized in that the food waste is reduced or decomposed by using rice hulls(11) as a carrier in a stirring and decomposing tank(3) and supplying water into the stirring and decomposing tank(3) before mixing and agitating the food waste with microorganisms, wherein gas exhausting is restrained by circulating the filtered and purified water into the stirring and decomposing tank(3) after filtering and purifying a material discharged through a discharge port(12).
