PURPOSE: Provided is a resin composition used as an organic material of an organic and inorganic composite type coating solution for surface-treating electric steel sheets, which contains hydroxy alkyl acryl phosphate and gives excellent film formability and adhesion to the electric steel sheets. CONSTITUTION: The resin composition comprises, based on the total weight of the resin composition, 30-70wt% of methyl methacrylate, 20-50wt% of styrene, 10-20wt% of butyl acrylate, 1-4wt% of the hydroxy alkyl acryl phosphate, and 1-15wt% of divinyl benzene and/or alkoxy alkyl acryl amide as a crosslinking agent. The resin composition is produced by an emulsion-polymerization.
