PURPOSE: An international phone call service method and apparatus through the medium of a prepared phone card are provided to provide a low-cost international phone call service at a flat rate for an allowed term indicated on a pre-paid phone card only for a registered recipient phone number by registering some phone numbers of recipients desired by a caller who has purchased the pre-paid phone card. CONSTITUTION: A caller and a callee stays in the first country(Korea) and the second country(the U.S.) and they use a general phone set such as wired phone sets(10a,70a) or mobile communication terminals(10n,70n) as communication units. An international phone call service provider constructs an in-Korea system(30) consisting of an integrated message system(32), a pre-paid phone service system(34), a database server(35), the first echo canceller(36) and the first digital line multiplexer(38) in Korea where the caller lives, and constructs an in-U.S. system(50) including the second digital line multiplexer(52), the second echo canceller(54) and an exchange(56). The PSTN(20) in Korea and the PSTN(60) in the U.S. are connected to the integrated message system(32) and the exchange(56). The first digital line multiplexer(38) in Korea and the second digital line multiplexer(52) in the U.S. are connected by an international private leased circuit(IPLC). An international phone call service is provided through the medium of a pre-paid phone card. An international phone call service provider issues the pre-paid phone card by fee, and a user who wants to use the international phone call service should be provided with a specific caller connection number. An access number and a personal identification number are described on the pre-paid phone card.
