PURPOSE: A traffic management system and method for Internet traffic engineering is provided to calculate the load stability value of a safe operating point in a network, satisfying the target value of a parameter indicating the state of the network, through modeling and analysis using measured traffic data and to monitor the state of the present network using the calculated value. CONSTITUTION: An Internet traffic management system(100) consists of a traffic measurement part(110), a modeling and analysis part(120), and an optimization part(130). The traffic measurement part(110) measures the actual traffic of the present network(50), extracts traffic data, and calculates a value for each QoS measuring item determined according to a network operation policy. The modeling and analysis part(120), based on the traffic data measured by the traffic measurement part(110), determines a point satisfying a preset target value for each QoS measuring item as a safe operating point and calculates a load stability value, a load value in the safe operating point. The optimization part(130) monitors the state of the present network using the calculated load stability value, checks whether the present load value exceeds the load stability value, and manages link capacity according to a monitored result.
