PURPOSE: Provided is a process for producing anatase titania nanopowder for a photocatalyst by a homogeneous precipitation using urea, which is excellent in crystallinity at low temperature and has homogeneous particle distribution and high specific surface area. CONSTITUTION: The process comprises the steps of: mixing 0.1M of a TiOCl2 water solution and 5M of the urea at an ordinary temperature and reacting for 4 hours in a thermostat with 80deg.C to obtain precipitate particles; washing and filtering until Cl- ions, contained in the precipitate particles, are removed completely; drying at 80deg.C for 24 hours to produce the anatase titania powder having a particle size of 4-5nm.
