PURPOSE: Provided is a method for cheaply producing a stable Ti-based implant having bioactive surface as a substitute for a bone tissue. CONSTITUTION: The method for cheaply producing a stable Ti-based implant having bioactive surface as a substitute for a bone tissue comprises the steps of: burying titanium or titanium alloy with hydroxyapatite(HA) powder in a vacuum calcining furnace; and inserting Ca and P thereinto by heating under inert gas or nitrogen conditions, in which the heating temperature is 800 to 1000 deg. C; the heating time is 1 to 3 hours; the inert gas is argon or neon; and the titanium alloy is Ti6A14V, Ti5A12.5Sn, Ti3Al13V11Cr, Ti15Mo5Zr3Tl or Ti6A12NbTa.
