PURPOSE: A service system and method using an RF IC tourist card and a recording medium having a program source thereof are provided to use a service such as a financial, a communication, and a traffic business, a shopping, and a viewing of a public performance and pay a cost using an RF IC tourist card. CONSTITUTION: A payment server(110) is cooperated with a domestic and foreign financial institution(210), a credit card company(220), a public transportation/communication facility(230), and a service company(240). The payment server(110) makes an affiliated concern utilizing fee be paid by an RF IC tourist card. A web server(120) supplies an affiliated concern and sightseeing information with respect to a traffic, a travel, a lodging, a shopping, etc. A billing DB(130) stores information with respect to an RF IC tourist card user, cost payment information, affiliated concern information. A card terminal(250) is provided for requesting a card purchase to the web server(120) and issuing an exchange ticket of an RF IC tourist card to a verified user. The card terminal(250) receives an affiliated concern and sightseeing information from the web server(120) through a communication network(200) and supplies the information to the user.
