PURPOSE: A system for supplying a game manufacturing tool using the Internet and a method for manufacturing a game using the tool are provided to enable a gamer to play a game as a wanted pattern by manufacturing a game and changing a rule and a method of the game. CONSTITUTION: An operator server(20) comprises an interface unit(21) which is connected to a user PC(10) for transmitting/receiving data, a game managing unit(22) for embodying a right for using a game through an authentication of a connected member, and a game manufacturing unit(23) for embodying a right for making the member manufacture a game. A DB server(30) comprises a DB managing unit for inputting/outputting various kinds of data in accordance with a request of the operator server(20), a game DB for storing a game supplied by an operator and a game manufactured or changed by a member, a member DB for storing information of a member, a template DB for storing various kinds of templates for manufacturing a game, and a game usage information DB for storing a kind of a game being used and information of a member who uses the game.
