PURPOSE: An apparatus and method is provided to allow an efficient quality control by controlling color of polyester chip in accordance with the result of analysis on the transmitted video signal. CONSTITUTION: An apparatus(100) for measuring polyester chip color, comprises an installation board(110) having an adjustable height; a rotating shaft(120) arranged upright by a bearing(122) fixed on the installation board, and which rotates in a single direction; a clutch bearing(130) arranged at the lower end of the rotating shaft, and which transfers a rotating force to the rotating shaft during the rotation in a direction and does not transfer a rotating force to the rotating shaft during the rotation in the other direction; a cylinder(140) installed to the installation board, and which has a piston rod(142) for rotating the clutch bearing in forward and rearward directions through the linear reciprocating motion; a stopper(150) installed to the installation board, and which has an operating pin(152) for stopping rotation of the rotating shaft through the linear reciprocating motion; a sample input unit(200) formed of an upper plate(210), an intermediate plate(220) and a lower plate(230), and which receives and discharges samples; a camera(160) installed in a groove of the lower plate of the sample input unit, and which photographs the sample in a hole cup when the hole cup containing the sample and the groove of the lower plate are matched with each other; a local communication circuit(170) for transmitting the video information of the sample photographed by the camera, to a control unit; and a basket for storing the sample discharged from a sample discharge groove formed at the lower plate of the sample input unit.
