PURPOSE: A method and a system for encoding a video signal is provided to approximate the quantity of codes of compressed data to the target quantity of codes when digital video signal is compressed. CONSTITUTION: The quantity of codes of video data encoded according to an initial quantization step size(10) is compared with the target quantity of codes. When the quantity of codes of the encoded video data is more than the target quantity of codes, the quantization step size is increased such that the quantity of codes of the encoded video data approximates to the target quantity of codes. When the quantity of codes of the encoded video data is less than the target quantity of codes, the quantization step size is decreased such that the quantity of codes of the encoded video data approximates to the target quantity of codes. Encoding is performed according to the adjusted quantization step size. The quantity of codes of the encoded data is compared with the target quantity of codes to re-encode a macro block of a specific portion of a picture to approximate the quantity of codes of encoded data to the target quantity of codes.
