A rotating electrode arc discharge device and a method for synthesizing carbon nanotubes using the same are provided. The rotating electrode arc discharge device of the present invention is a chamber located in a vacuum vessel and insulated by an outside and an insulator, and a low temperature capable of injecting a low temperature liquid such as liquid nitrogen, liquid helium, or cryogenic water into the upper left side of the chamber. A liquid injection hole, an opening and closing hole for inserting an arc generator capable of generating an arc having a cathode and a rotating anode in the center of the chamber, and synthesized by using a low temperature liquid or the arc generating device at the bottom of the chamber; An outlet for discharging carbon nanotubes. In the rotary electrode arc discharge device of the present invention, carbon nanotubes are not synthesized only on the surface of the cathode using the arc generator, and heat generated by plasma can be efficiently cooled using a low temperature liquid, thereby limiting carbon to the cathode area. Nanotubes can be produced in bulk in succession.
