The present invention provides an apparatus and method for automatically identifying a video input clock of an HDTV video encoder. The present invention generates a reference clock in a video encoder, compares the reference clock with an input video clock, and according to the comparison result. By automatically setting the phase locked loop (PLL), the system clock can be generated regardless of the type of video clock input.
