The self-blocking or jamming due to sudden belt pull or extraction is prevented by a damper (25) which brakes the control plate (16) to a halt when it swings towards the blocking position. The plate-blocking device consists of a clamping device with moving clamp wedge (21) and the damper is pre-tensioned by the plate impact (16) so as to drive the plate into its starting position. There is a free path for the plate between plate rest setting and damper, using as damper a blade-type stop integrated into the inside of the housing cover (24).
