Device comprises a measurement spring (9) made from a rectangular strip that is twisted at either end through an angle of 90 degrees. Both ends of the strip are mounted on supports (10). The fiber under test (3) has an upper tensioner (1) that is parallel to the middle (8) of the measurement spring (9) and rigidly fixed to it and a lower tensioner (2) that can be rotated about the fiber axis for application of a turning motion to the fiber from a drive motor.
