The ceiling consists of ceiling panels (3) and a bearer structure with pipelines (2) for a heating or cooling medium and a heat conducting element for heat transfer between the pipelines and panels. The tubular pipelines are enclosed by a thin heat conducting foil (1) in contact with at least the half of the pipelines facing away from the panels and extending to and in flat contact with the ceiling panels at least on one side of the pipelines.
