The device (1) has two handles (2, 3) with two branches (5, 6) at their lower ends. One branch (6) has a hook-shaped extension at the front accommodating a shorter hook located at the tip of the second branch (5) when the pliers (1) are closed. The wire is cut off, the short end (9), protruding from the sleeve (10), is positioned between the hook shaped ends (5, 6) of the pliers (1) and bent in the process. The shorter hook (5) is fitted with a ribbed surface for a better grip.
