Device for ships, independent of the principal propulsion system serving either as a passive rudder or as an active manoeuvring element, as desired, in which one or more longish vanes (3) mounted eccentrically, so that they can rotate about their vertical axles, on a horizontal disk (2) that can rotate about its midpoint. The vanes can be controlled with a drive (1) that is independent of he disk's main drive, so that when employed as a passive ship's rudder, the disk (2) is fixed in place and the vane(s) (3) are aligned fore-and-aft (A) by means o one or more separate drives (1), which also transmit the required rudder deflections to the vane(s) (3); and when employed as an active manoeuvring element, the disk (2) rotates and, depending on the desired direction of thrust (which can vary over 360 DEG ), control of the separate drive(s) (1) causes the vane(s) (3) to execute a movement relative to the surrounding water that imparts a directed thrust.
