If an IC engine slows down or if the speed of the vehicle is lower than a predetermined speed for a particular predetermined time, a microprocessor (10) determines whether the predetermined conditions are satisfied, and then actuates an indicator for cleaning the turbulence control valve (3), and de-activates an indicator of interruption of the exhaust gas recirculation, and closes an EGR valve (7). Following this, if the flow is delayed, the microprocessor opens the turbulence control valve for executing a series of sequential opening or closing control operations for the turbulence control valve. If the predetermined condition is not satisfied, during these sequential opening or closing control operations, for the turbulence control valve, the operations of sequential opening and closing immediately stops.
