Device comprises a mobile measurement device placed in contact with the measurement surface and a body fixed with respect to the surface as well as a means for application of a torque (5) and for determination of the position or displacement of the latter (6,6',6'') or the return torque. The mobile measurement device (3) is attached to the measurement surface without use of an adhesive and is free to move in a translational manner and free to rotate about the applied torque axis. An Independent claim is also included for a method for quantification of the effects or cosmetic or dermo-pharmaceutical products applied to the skin, in which a product is applied with the skin mechanical properties measured before and after and with the test repeated over a multiplicity of subjects.
