PURPOSE: To obtain a production device and a production method by which a polymer dispersion liquid crystal display element using a film substrate can be produced in a continuous line. ;CONSTITUTION: A pair of belt-type film substrates 3, 5 each having an electrode on the surface facing to each other are carried, while a sealing material 57 comprising a photosetting resin and a mixture soln. 59 of a liquid crystal and the photosetting resin are applied on one substrate by printing. The film substrates 3, 5 in this state are passed between a pair of rollers 19 to be adhered, while the thickness of the mixture soln. 59 is controlled. The mixture soln. 59 having controlled thickness and the sealing material 57 not cured are irradiated with UV rays to form a polymer dispersion liquid crystal layer 61 and a sealing material 63.
