SOLUTION: A transmission section 111 transmits transmission signals c1(t), c2(t) at different times by orthogonal frequency division multiplex wireless transmission, a reception section 12 receives the transmission signals c1(t), c2(t) as reception signals r1(t), r2(t), a frequency response function acquisition section 123 acquires a frequency response function H1(f) from a ratio R1(f)/c1(f) of a Fourier transform R1(f) of the reception signal r1(t) to a Fourier transform c1(f) of the transmission signal c1(t), a replica generating section 125 multiplies the H1(f) with the c2(f) to acquire a Fourier transform D2(f) of a 1st pseudo reception signal, a noise power acquisition section 126 acquires a noise poser Np from a difference R2(f)-D2(f) between the R2(f) and the D2(f), a carrier power acquisition section 127 acquires a carrier power Cp from a Fourier transform R2(f) of the reception signal r2(t), and a measurement result output section 128 acquires a carrier power versus noise power density ration C/No from a ratio Cp/Np of the Cp to the Np and provides an output of the ratio C/No.
