PROBLEM TO BE SOLVED: To enable high precisely forecasting miteorological image data. SOLUTION: Meteorological radar image is inputted (step 401). The velocity field of echo of local radar image in time and space is calculated about a plurality of frames (step 402). On the basis of similarity of velocity vectors in time and space, a time space is divided into rainfall region segments (step 403). About individual rainfall region segment, the change amount of centroid position between the frames is calculated (step 404). The moving velocity of a rainfall region is estimated from the change amount of the centroid position (step 405). About the rainfall region segment, the meteorological radar image is moved in parallel by a distance obtained by multiplying the estimated moving velocity by a desirable forecast time, the moved images of the respective rain fall region segments are synthesized, and a forecast radar image is formed (step 406). The formed forecast radar image is outputted (step 407).
