PROBLEM TO BE SOLVED: To prevent reduction of usable capacity in a cell by detecting a micro short circuit which is an initial state of a cell short circuit controlling charge and discharge currents for suppressing progress of a short-circuited state, and properly performing capacity estimation of the cell in regard to a cell short circuit determining means of a cell. SOLUTION: A micro-short-circuited cell detecting means for detecting a micro-short-circuited cell of a comprises a first step S201 of measuring a voltage of the cell during charging of the cell, a second step S201 of measuring a voltage of the cell during discharging of the cell, and a third step S204, S205, and S206 of detecting a micro-short-circuited cell on the basis of measurement results of the first and second step.
