PROBLEM TO BE SOLVED: To reduce ground-potential difference while improving workability by burying a metallic earth and a carbon-rod into an underground deep layer reaching a groundwater area. ;SOLUTION: A pit 9 from a ground surface to a groundwater area is bored, the lower end of a metallic earth 8 is hung down vertically until it reaches the bottom section of the pit 9, and backfilling is conducted by a coarse gravel layer 2, a fine gravel layer 3 and a sand layer 4 from the bottom of the pit. A section from the half of the upper section of the pit 9 to one third is filled with carbon in response to the changes of geology and a stratum, a carbon layer 5 is formed by rolling compaction and used as the carbon-rod earth 1, and the metallic earth 8 is exposed in a candle-wick shape and connected to a building or laid on the ground surface. Carbon is mixed with surface soil 6 from 30 cm from the ground surface to 60 cm, the upper end of the carbon-rod earth 1 is brought into contact, the upper end section of the metallic earth 8 is brought into contact sufficiently with surface soil 6 by radially diffusing and laying the upper end section of the metallic earth 8.
