PURPOSE: To effectively detect a fault in a policing circuit with small sized and simple configuration. ;CONSTITUTION: The system is provided with a measurement section 2 located at a post stage of a policing circuit 1 and measuring a cell flow as to at least one cell type by the same system as that of the policing circuit 1, and a fault diagnostic section 3 comparing a measured value A of the measurement section 2 with a specified value B of a cell flow of a corresponding cell type and diagnosing the policing circuit 1 to be faulty in the case of AB. Or the system is provided with an output measurement section 4 measuring a total cell flow for a prescribed period as to one or two cell types or over and a fault diagnosing section 5 comparing a measured value C of the output measurement section 4 with a total sum D of specified cell flow for each corresponding cell type for a prescribed period and diagnosing the section 4 to be faulty in the case of CD.
