PROBLEM TO BE SOLVED: To provide an apparatus for carrying a linear material under water which is adequately used in an electrodeposition vessel for forming an insulating film around the outer periphery of the linear material such as the conductor of an electric wire and sends a linear material adequately and continuously under water while always applying an adequate tension to the linear material without causing the looseness and disconnection thereof and imparting overload thereto, and also to provide a method used for the same.;SOLUTION: A direction modifying means 3 changes the direction of the linear material such as the conductor W of the electric wire and sends it in upward direction from the lower bottom of a liquid storage vessel 1 for storing treatment liquid 2. This direction modifying means 3 has one end 4a communicating with the liquid storage vessel 1, the other end 4b opening upward, and an intermediate part 4c forming a curved part 5.
