PROBLEM TO BE SOLVED: To set the block rate and the wavelength conversion resource such that the cost performance of a network is enhanced.;SOLUTION: Actual traffic conditions and node configuration conditions in an optical crossconnect unit becoming a design object are inputted as initial conditions, a plurality of arrangement conditions of virtual wavelength conversion resource in the optical crossconnect unit are created, the block rate and the wavelength conversion cost of the optical crossconnect unit are calculated, respectively, based on the plurality of arrangement conditions of virtual wavelength conversion resource and the initial conditions thus inputted, a×(wavelength conversion cost)+(1-a)×(block rate) is calculated as a wavelength conversion resource penalty based on these calculation results using a (0a1) as a weighting parameter, and the arrangement conditions of virtual wavelength conversion resource corresponding to minimum calculation results are outputted as the final solution.;COPYRIGHT: (C)2003,JPO
