PURPOSE:To make it possible to always execute both receiving and dispensing transactions even when either one of a receiving identifying part and a dispensing identifying part is failed by allowing the other normal identifying part to execute also the transaction of the failed part by providing a carrying control means. CONSTITUTION:When an identification failure detecting sensor detects a failure in a charge identifying part 20, a CPU regulates receiving/dispensing parallel processing operation in using while interlocking with the detection, allows the other normal dispensing identifying part 24 to be used also as receiving identifying purpose as a common identification part. Thereby when a paper money 12 to be received is inserted, the CPU circularly carries the paper money 12 from a receiving route 18 to a dispensing route 19, allows the dispensing identifying part 24 to identify the bill 12 and guides a valid bill 12 to a temporary storing part 21. When the sensor detects a failure on the dispensing identifying part 24 on the other hand, the CPU regulates the receiving/ dispensing parallel processing operation, delivers the number of paper moneys in a denomination commanded to be dispensed from a prescribed stacker out of plural stackers S1 to S3 and passes the delivered paper moneys from the route 19 to the route 18 and temporarily stores the paper moneys in the storing part 21. After storing the prescribed number of paper moneys, the identifying part 20 identifies the paper moneys and then discharges them.
