PROBLEM TO BE SOLVED: To facilitate reissuing operation in case of the loss, breakage, etc., of an ID card by reusing last photographed face image data held in a backup memory of the card issue system or a data base of a filing system. SOLUTION: When an ID card needs to be reissued since an ID card is lost or broken, face image data and character data registered in the filing system 9 are retrieved and displayed on the filing system 9. The face image data photographed at the time of the issue are compared with and matched against a face photograph of a reissue applier. When the applier is identified, that is reported to the card issue system 5 and through input operation on the card issue system 5, face image data and character data registered on a magnetooptic disk are sent to the side of the card issue system 5, so that a card printer 3 reissues the ID card by using the data.
